This is basically the best rear rack you can buy. It has two horizontal rails at the top, so you can put your panniers on the lower rail and still strap something to the top. The struts to attach the rack to the chainstays are tubular steel, so they won't flex.
Made for traveling: The top rail is designed extremely narrow, still offering enough space to fit a tent, mattress and sleeping bag. Your panniers are mounted one level down.
